Good health care will give rise to a generation that is ready to take on the world
All Care One Community Health Center is a not-for-profit community health center licensed by the Department of Public Health to conduct business in the State of California. The clinic has submitted applications to accept MediCal, Medicare and private insurance. It has also applied for a Family Planning Certificate. It expects approval on all fronts by Spring/Summer 2012. As universal health care is phased in throughout the United States, All Care One already provides care to local residents on a sliding-fee scale and will not turn anyone away for inability to pay.
The clinic recognizes that most of Southern California’s “working poor” and nearly half of its middle class are uninsured and may often need to choose between living staples and health care resulting in thousands of unnecessary deaths due to lack of health care.
To address this growing phenomena, the clinic is reaching out to local, regional and federal funding sources as well as philanthropic organizations, high net worth individuals, corporations and others to ensure that it achieves its goal of providing health care to everyone who walks through its doors.
Located in the heart of North Hollywood, between two major shopping centers, the clinic is readily accessible by public transportation.
The clinic consists of several examination rooms, its own laboratory, a designated physical therapy area, a spacious waiting room, conference/seminar room and ample on-site parking.
All Care One Community Health Center is a health care facility dedicated to improving the quality of life of lower middle class families in and around North Hollywood and the East San Fernando Valley by actively providing respectful one-stop health care services in at a state-of-the-art clinical facility. The clinic envisions expanding its North Hollywood flagship model of providing clinical excellence, compassion and responsiveness to other parts of California, the United States, and ultimately, internationally.
Organizationally, the clinic embraces its flexibility to meet the ever-changing and evolving health and wellness needs of its community. It welcomes consumer input and continually evaluates efficiency of its programs to ensure adequately meeting and surpassing the community’s healthcare and wellness needs.
The clinic envisions hosting a health fair to celebrate the grand opening of its clinic in Summer 2012, in order to attract new local patrons and gain amedia attention to get a jump-start on the clinic’s objectives for the first year of operation.
Some of the clinic’s 2012/13 goals include:
- Developing a medical practice to provide quality health care to lower income families, including the working poor, in an environment of compassion, respect and dignity.
- Delivering health and wellness care that will exceed patients’ expectations.
- Creating a sustainable community health center that serves the community’s specific healthcare needs.
- Increasing the clinic’s patient base by 25% per year during its initial 5 years of operation and to enjoy organic growth thereafter.
- Development of a comprehensive website, Social Media strategy and on-going on-line community to facilitate on-line appointment making; information transfer; continually updated bi-lingual news on the clinic and local health and wellness matters.
- Servicing an average of 6,900 patients within its first year of operation and 3,500+ thereafter with organic growth during the life of the clinic.
- Educate patients on the importance of preventative care and annual medical check-ups and implement an aggressive and accurate communication system to remind patients.
- To create an on-line health and wellness-centric community to provide an on-line adjunct to real time affordable healthcare.
- To vigilantly monitor the ever-changing needs of the facilities patients and to add new avenues of health and wellness care as the demand arises.
- To provide quality continuing education to our staff in latest technologies and industry best practices in order to best service the clinic’s patient base.
- To establish and maintain effective relationships with local lawmakers, influencers, media and others in order to assure clinic visibility and garner community support.
- To foster an environment of respect, dignity and pro-activity.
Marcus Hong, CEO | Marcus Hong’s 24-year career in healthcare management began during his formative years in college where his double concentration in economics and public policy afforded him to witness the national implementation of DRGs.
His professional career began at UCLA Medical Center’s Marketing and Planning Department where he moved up from a Marketing Assistant to the Visiting Speakers Program Manager from 1990 thru 1997, which was a period of active expansion and development of healthcare marketing and capitation in a hospital setting.
Mr. Hong was recruited into the Administrator position for the Cardiothoracic Surgery Division at Cedars-Sinai Medical Center in 1997. Under his leadership, the Division gained 300 additional open-heart surgeries per year for an annual total of 1,100 within a 2.5-year span. During the same period, he incorporated a first-of-kind inpatient complementary medical service for cardiac patients that included guided imagery, acupuncture and massage therapy. He left Cedars-Sinai in 1999 to establish Darwin Gates, a healthcare business consultancy that thrived by providing new business development strategies and tactics for healthcare providers on the world-wide-web.
In 2004, Mr. Hong accepted the Administrator position at AltaMed Health Services to manage its Pico Rivera and El Monte clinics that provided primary and specialty care services to low and no income individuals and families. His career highlight at Altamed included the establishment an additional clinic in El Monte; implementation of disease management programs, Latino depression study; clinical process improvements; and establishment of a mobile emergency clinic.
From 2006 thru the first half of 2009, Mr. Hong operated Hong Consulting, an international business consulting firm specializing in fostering agreements between manufacturers and R&D companies. He left that thriving business to accept a Director level position with JWCH Institute, Inc. to oversee the strategic and operational directions of the Recuperative Care Program for the homeless.
Mr. Hong resides in Los Angeles, enjoys the outdoors, photography and cycling. With the recent birth of his first child, he now maintains an active home life as a father and husband, still finding time to maintain his bogey golf game.
Inga Artemchuk, CFO | Ms. Artemchuk is currently the CFO at All Care One Community Heath Center. Her educational background in Economics and Accounting from Zhitomir College of Commerce has prepared her well for this role. She is also one of the integral founders of All Care One Community the Health Center. Ms. Artemchuk’s on-going commitment to the establishment of All Care One Community Health Center has brought an idea to reality.
She is a multi-talented professional with experience as a medical assistant, phlebotomist and physical therapy aide. Her impeccable billing knowledge accumulated over the past 7 years will serve All Care One Community Health Center financial success.
Y. Douglas Taguchi, MD, CMO | Dr. Taguchi was born in Colorado and graduated from the University of Colorado. Following graduation, he received his medical degree from the University of Colorado, School of Medicine. He completed his internship at Los Angeles County General Hospital and his internal medicine residency at the Alameda County General Hospital in Oakland, California. However, because of the war and need of doctors, he joined the US Army Medical Corps as a Captain and was assigned to a hospital in Germany caring for dependents of the soldiers where he served over two years.
On returning to the USA, he joined the Kaiser Permanente Medical Group. He shortly entered a residency in his current specialty—Obstetrics and Gynecology—Board Certified. During his tenure with the group he established a specialty clinic in pregnancy in women ages 35 and over. Also amniocentesis was performed in determining the severity of erythroblastosis in the unborn child in mothers with rising titers with Rh negative blood types.
Dr. Taguchi later established a specialty clinic called Uro-Gynecology to study and treat women with urinary problems with stress incontinence and the like. He served as a member of the Cancer Clinic where all female patients with cervical, endometrial, ovarian, tubal and vaginal cancers were referred from all of Southern California. As a staff member at the Sunset Kaiser Hospital, he also taught and trained residents in Obstetrics and Gynecology.
He is a life member of the Los Angeles, Obstetric and Gynecological Society and the American College of Obstetrics and Gynecology and an active member of the Agape Spiritual Licensed Practitioners. He has earned accreditation in psychology, or now called Spiritual Psychology, from the University of Santa Monica.
He volunteered as a member of the Flying Sam, a group of doctors that flew to Mexico and worked in isolated areas where there were no health facilities for the people who live in these un-served regions.
Dr. Taguchi serves as the Chief Medical Officer at All Care One Community Health Center and is also active in a limited private practice helping women with menopausal, peri-menopausal problems, using bio-identical hormones.
His personal interest involves listening to classical music and attending concerts, plays, musicals, ballet, watching college and professional basketball and football as time permits.
Gevork Ter-Mkrtchyan, COO | Mr. Ter-Mkrtchyan graduated from high school in 1979. In that same year, he was accepted into Yerevan Polytechnic University to earn his diploma in Industrial Thermal Power Engineering by 1984. From 1984 thru 1986, he served as the General Energetic Engineer in Lasur Association in the City of Yerevan, Armenia.
Mr. Ter-Mkrtychyan served as the director at the “Haykoop” Baking System in Yerevan, Armenia, from 1986 to 1988. From 1988 thru 1992, he was the main instructor of the District Committee of Yerevan, Armenia. Mr. Ter-Mkrtchyan speaks and writes fluently in English, Armenian and Russian.
He and his family immigrated to the USA in 1993 to operate various businesses including Alba/Christains, Inc., Vineland Pharmacy, Inc. and Soft Physical Therapy, Inc. Since his Immigration to the USA, he has earned various diplomas in such fields as Medical Assistance, Cardiac Technician, Allergy Technician and Physical Therapy Aide.
Mr. Ter-Mkrtchyan is an outstanding person with a deep interest in the welfare of his community. He is one of the integral founders of All Care One Community Health that intends to serve the working poor individuals and families in and around North Hollywood, California. He continues to serve as a board member and has been fully committed to the operational and financial sustainability of All Care One Community Health Center.
